<p style="text-align: left;" align="left"><br />The Utah Division of Emergency Management, Division of Forestry, Fire and State Lands and National Weather Service in Salt Lake City are proud to promote National Severe Weather Preparedness Week March 3-9, 2013. During this week we are asking our employees and members of the community to Be a Force of Nature and better prepare for severe weather threats in our area.</p>
<p style="text-align: left;" align="left">After a devastating fire season across the Intermountain West in 2012, it's fitting for these agencies to focus on fire weather preparedness for 2013.</p>
<p style="text-align: left;" align="left">As committed leaders for weather-readiness, the three agencies will make preparedness experts available to the media to help Utahns learn how they can be a Force of Nature by knowing their risks, taking action and being an example.</p>
<ul>
<li>Jason Curry, spokesman for the Division of Forestry, Fire and State Lands, is available to speak about Wildland Urban Interface, Community Wildfire Protection Plans and fire weather, specifically Red Flag Warnings and what they mean in terms of weather and risk.</li>
<li>Kevin Barjenbruch or Christine Kruse from the National Weather Service Weather Forecast Office in Salt Lake City, will be available Wednesday, Thursday and Friday to discuss weather forecasting and weather terms.</li>
<li>Joe Dougherty and Ryan Longman, from the Division of Emergency Management and Be Ready Utah, can discuss preparedness, evacuations, planning and grab-and-go kits to help Utahns get ready for emergencies.</li>
</ul>

<h2 style="text-align: center;"><b>Utah responds to Hurricane Sandy recovery in New York</b></h2>
<p style="text-align: left;">SALT LAKE CITY -- Three State of Utah employees requested by one of the hurricane-ravaged states on the Atlantic Coast touched down Sunday, ready to help in the New York State emergency operations center in Albany</p>
<p style="text-align: left;">Sheila Curtis, Mike Stever and JoAnna Larsen arrived in New York on Sunday following an Emergency Management Assistance Compact request for employees to support logistics work for donations management for the next two weeks.&nbsp;</p>
<p style="text-align: left;">Curtis is an operations planner with the Division of Emergency Management. Stever is the emergency manager for the Department of Health, and Larsen is the emergency planner for the Department of Health.</p>
<p style="text-align: left;">"Disaster provides opportunity for people to help people, across boundaries and even state lines," said Governor Gary R. Herbert. "True to Utah's spirit of volunteerism, these great state employees are stepping up to join the relief effort and we commend them for their skills and willingness to help their fellow human beings in an hour of need."</p>
<p style="text-align: left;"><span>"These are three cream-of-the-crop emergency managers<span> with a strong record of training and service in Utah</span>," said Keith D. Squires, director of the Utah Division of Emergency Management. "They will put those skills to very good use. We are grateful to the Department of Health for sparing two essential employees to help with this effort."</span></p>
<p style="text-align: left;">The Emergency Management Assistance Compact, or EMAC, is the agreement among the states to provide mutual aid in emergencies. Following Hurricane Irene in 2011, Utah responded to an EMAC request from the State of New York by sending three employees.</p>
<p style="text-align: left;">In Utah, the Division of Emergency Management facilitates EMAC requests.</p>
<p style="text-align: left;">If a disaster were to strike Utah, EMAC would be one of the critical tools the state would use to seek help from the other states. Requests are as varied as the needs that a state may have. Requests for support from the states affected by Hurricane Sandy have been for logistics and shelter support, fuel and electric utility repair support. Other potential requests include emergency responders, emergency operations center support, administrative support or public information.</p>
<p style="text-align: left;">When a state submits a need through EMAC, the request goes to all 50 states, the District of Columbia, Guam and Puerto Rico.</p>

S. Small Business<br />Administration (SBA). &ldquo;These loans offset economic losses because of reduced revenues caused by adverse<br />weather conditions that occurred in the following primary Utah counties,&rdquo; announced Alfred E. Judd, Director<br />of SBA&rsquo;s Disaster Field Operations Center West.<br /><br /><br />&ldquo;SBA eligibility covers both the economic impacts on businesses dependent on farmers and ranchers that have<br />suffered agricultural production losses caused by the disaster and businesses directly impacted by the disaster,&rdquo;<br />Judd said.<br /><br />Small, nonfarm businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most<br />private, nonprofit organizations of any size may qualify for Economic Injury Disaster Loans (EIDLs) of up<br />to $2 million to help meet financial obligations and operating expenses which could have been met had the<br />disaster not occurred.<br /><br />&ldquo;Eligibility for these loans is based on the financial impact of the disaster only and not on any actual property<br />damage. These loans have an interest rate of 4% for businesses and 3% for private, nonprofit organizations,<br />a maximum term of 30 years, and are available to small businesses and most private, nonprofits without the<br />financial ability to offset the adverse impact without hardship,&rdquo; Judd said.<br /><br />By law, SBA makes EIDLs available when the U. S. Secretary of Agriculture designates an agricultural<br />disaster. Secretary Tom Vilsack declared these disasters at the request of Governor Gary R. Herbert.<br /><br />Businesses primarily engaged in farming or ranching are not eligible for SBA disaster assistance. Agricultural<br />enterprises should contact the Farm Services Agency (FSA) about the U. S. <p>WASHINGTON, D.C.&nbsp;-- The U.S. Department of Homeland Security's Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Utah to supplement state, tribal, and local recovery efforts in the area affected by a severe storms and flooding on September 11, 2012.</p>
<p>The President's action makes federal funding available to state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storm in Washington County.</p>
<p>Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.</p>
<p>Gary R. Stanley has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.&nbsp; Stanley said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.</p>

<h2 style="text-align: center;">SBA Offers Disaster Assistance to Utah Residents and Businesses <br />Affected by the Flooding in Washington County<b> <br /></b></h2>
<p><b>Sacramento, CA &ndash; </b>Low-interest,<b> </b>federal<b> </b>disaster loans are available to Utah residents and business owners affected by the flooding in Washington County that occurred on September 11, 2012, U.&nbsp;S.&nbsp;Small Business Administration (SBA) Administrator Karen&nbsp;G.&nbsp;Mills announced today.&nbsp; SBA acted under its own authority to declare a disaster in response to a request SBA received from Governor Gary R. Herbert on September 27.</p>
<p>The disaster declaration makes SBA assistance available in the Utah counties of Iron, Kane and Washington; the Arizona county of Mohave; and the Nevada county of Lincoln. </p>
<p>&ldquo;The U. S. Small Business Administration is strongly committed to providing Utah with the most effective and customer-focused response possible, and we will be there to provide access to federal disaster loans to help finance recovery for residents and businesses affected by the disaster,&rdquo; said Mills.&nbsp; &ldquo;Getting our businesses and communities up and running after a disaster is our highest priority at SBA.&rdquo; </p>
<p>&ldquo;Low-interest, federal disaster loans are available to homeowners, renters, businesses of all sizes and private, nonprofit organizations whose property was damaged or destroyed by this disaster,&rdquo; said SBA&rsquo;s Utah District Director Stan Nakano.&nbsp; &ldquo;Beginning Tuesday, October 2, SBA representatives will be on hand at the following Disaster Loan Outreach Center to issue loan applications, answer questions about SBA&rsquo;s disaster loan program, explain the application process and help each individual complete their application,&rdquo; Nakano continued.&nbsp; The center will be open on the days and times indicated. No appointment is necessary. </p>

<p>Disaster loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate.&nbsp; Homeowners and renters are eligible for up to $40,000 to repair or replace damaged or destroyed personal property. </p>
<p>Businesses of any size and private, nonprofit organizations may borrow up to $2&nbsp;million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.&nbsp; SBA can also lend additional funds to homeowners and businesses to help with the cost of making improvements that protect, prevent or minimize the same type of disaster damage from occurring in the future. </p>
<p>For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private, nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans (EIDLs) to help meet working capital needs caused by the disaster.&nbsp; EIDL&nbsp;assistance is available regardless of whether the business suffered any property damage. </p>
<p>Interest rates can be as low as 1.688 percent for homeowners and renters, 3 percent for private, nonprofit organizations and 4 percent for businesses, with terms up to 30 years.&nbsp; Loan amounts and terms are set by SBA and are based on each applicant&rsquo;s financial condition. </p>

<p><span style="font-family: Times New Roman; font-size: x-small;" face="Times New Roman">SANTA CLARA, UT &ndash; Utah Governor Gary R. Herbert today declared a State of Emergency for Utah and anticipates signing a letter requesting President Barack Obama issue a presidential disaster declaration for the state due to the recent flooding in southern Utah. If approved by the President, Utah would become eligible for federal disaster assistance for public infrastructure.</span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;" face="Times New Roman">"My heart goes out to the local residents and families who were impacted by this terrible&nbsp;tragedy," said Utah Governor Gary R. Herbert. "Recovering from disasters and rebuilding public infrastructure takes partnerships and cooperation. The State of&nbsp;Utah deeply&nbsp;appreciates first responders, local county officials, the countless and inspiring volunteers, as well as&nbsp;FEMA's efforts to help Santa Clara assess the damage so we can&nbsp;begin to rebuild what we have lost."</span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;" face="Times New Roman">&ldquo;This is one of the critical steps in assuring that federal assistance is provided to the communities impacted by the flooding in Santa Clara,&rdquo; said<i> </i>Keith Squires, Director of the Utah Department of Public Safety&rsquo;s Division of Emergency Management (DEM).</span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;" face="Times New Roman">On Sept. 11, the Laub Dam gave way, sending a torrent of water into Santa Clara, damaging 66 homes, 18 businesses and various elements of public infrastructure, including gravel roads, sidewalks, sewer lines and golf courses. </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;" face="Times New Roman">DEM staff will work closely with FEMA officials to draft the letter. According to preliminary damage assessments completed by a joint team from FEMA, the state and local agencies, it appears the affected areas of Santa Clara, Ivins and St. George suffered $3.8 million in eligible damages to public infrastructure. Damage to homes and businesses is not eligible for the type of assistance Utah is seeking.</span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;" face="Times New Roman">If the president approves the State&rsquo;s request for a presidential disaster declaration, a FEMA team would return to identify and approve eligible projects. State and/or local agencies must match 25 percent of the total federal assistance package.</span></p>

<p>SANTA CLARA, Washington County -- An account has been established to provide relief for city residents and businesses affected by the Sept. 11 flood.</p>
<p>Donations can be made at the <a href="https://www.sbsu.com/home.html">State Bank of Southern Utah</a> into an account called Santa Clara Flood Relief Fund 2012. </p>
<p>Tuesday's flood brought a torrent of water through town, damaging 31 homes and 12 businesses. As the city recovers from this event, this is a time for the community to pull together and help those in need.</p>
<p>Volunteers have done tremendous work in the cleanup efforts. The city thanks them for the love and support they have shown their neighbors.</p>

<p>HERRIMAN, Utah-On 6-30-12 at 6 p.m. the evacuation orders will be lifted for the residents affected by the Rosecrest Fire.&nbsp; There will continue to be restricted access to Rose Creek Lane and Majestic Oaks Lane.&nbsp; Officers from the Unified Police Department will be out to assist residents who live on the streets with restricted access.&nbsp; Power is also out to some of the residents on Rose Creek Lane and Majestic Oaks Lane.&nbsp; Rocky Mountain Power is working on the restoring power.&nbsp; &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p>Fire crews are still working and we are asking that only residents of these subdivisions come to the area.&nbsp; We also encourage all residents to be aware of and watch for fire and police vehicles that will still be in the area working the fire.</p>
